Community Associations Institute Appoints Wendy Bucknum as 2025 Federal Legislative Action Committee Chair

A seasoned public servant and advocate for community leadership, Bucknum will drive key federal initiatives for CAI. 

Community Associations Institute, the leading international authority on the community association housing model that includes condominium associations, homeowners associations, and housing cooperatives, is proud to announce Wendy Bucknum, CMCA, AMS, PCAM, as chair of its 2025 Federal Legislative Action Committee. A seasoned leader in both community associations and local government, Bucknum brings extensive experience in advocacy and public service to this critical role. 

Bucknum’s dedication to community service and her wealth of leadership experience makes her an ideal fit for this position. As Division Director of Murow Development Consultants, A Crede Company, she has led key business development initiatives and collaborated with developers, community managers, HOA industry business partners, and policymakers. Her experience as mayor pro tem and former mayor of Mission Viejo, Calif., further strengthens her ability to advocate for policies that positively impact communities. 

In addition, Bucknum has earned several local, state, and federal honors. Recently, she was named a district 2024 Woman of the Year for her contributions to the Mission Viejo community. She also has served on multiple boards and commissions, including the Southern California Association of Governments, Orange County Council of Governments, and the Local Area Formation Commission of Orange County.

As 2025 chair, Bucknum will lead CAI’s advocacy efforts on several key priorities for the community association industry, including: 

  • Corporate Transparency Act Exemption. Continuing efforts to exempt community associations from the act’s reporting requirements, reducing unnecessary administrative burdens. 

  • FEMA Disaster Relief for Community Associations. Pursuing legislative changes to ensure community associations are eligible for Federal Emergency Management Agency disaster relief programs, aiding in debris removal and infrastructure repair after natural disasters. 

  • Housing Finance and Lending Requirements. Working with federal agencies to ensure housing finance policies do not impose undue burdens on community associations or homeowners, especially regarding Federal Housing Administration, Freddie Mac, and Fannie Mae loan requirements. 

  • Condominium Safety and Building Resilience. Advocating for increased federal resources to enhance condominium safety and resilience including support for structural repairs and energy-efficient upgrades. 

  • Preserving Self-Governance. Opposing federal overreach that undermines the ability of community associations to lead in alignment with their governing documents and preserving state jurisdiction over land-use policies. 

  • Affordable Housing and Opportunity Zone Development. Supporting federal policies that incentivize affordable housing development and integration of affordable options within community associations.
